44 3 SUN YAT-SEN’S IDEA OF REGIONALISM AND HIS LEGACY Baogang He Ideasofregionalismplayconstructiverolesinguidingdirections,providing visions,andsettingupprinciplesfororganizingandcreatingregional communities.Theytouchuponthefundamentalquestionofwhatkindof regionalorganizationsshouldbeformed,andhowtheyshouldoperate. Inthefirstpartofthetwenty-firstcentury,theprocessofregionalismhas beenspeededupandmanyproposalsandideasconcerningregionalismhave beenputforward.In1984,JapanesescholarsproposedanAsianeconomic circle,whichwaslatersupportedbytheJapanese Government(Japan ResearchInstitute1988;Yotaro1991).TheSouthKoreanGovernmentin 1987putforwardanideaofaYellowSeaeconomiccircle(JeongandChoe 2001).In1987,ChenKuiyao,aHongKongscholar,suggestedthatmainland China,TaiwanandHongKongshouldestablishaGreatChinacircle.In 1987,IndonesiasuggestedtriangulareconomiccooperationamongASEAN, JapanandSouthPacificcountries.In1990theMalaysianPrimeMinister DrMahathirMohamad(1995)proposedanEastAsianEconomicCaucus thatdrewbothpraisesandcriticisms.Singaporehasstronglyadvocatedthe freetradezoneofASEAN.AttheASEANbusinessandinvestmentsummit inBali,Indonesiaon6October2003,Singapore’sthenPrimeMinisterGoh ChokTongcalledforthebuildingofanASEANEconomicCommunity:a singleproductionbaseandasinglemarket,withfreemovementofgoods, servicesandcapital.In2008,theRuddgovernmentproposedan“AsiaPacific Community”(APC)bytheyear2020.In2009,YukioHatoyama,former 03SunYatSen.indd44 8/24/112:20:21PM Sun Yat-sen’s Idea of Regionalism and His Legacy 45 JapanesePrimeMinister,proposedanEastAsianCommunity,basedonthe EuropeanUnionmodel,torivaltheAPC. Intheabovecontext,itissurprisingthatChinaoftendoesnottalk about its greater vision of regionalism.The absence of China’s grand visionofregionalismcanbetracedtotheideaofregionalismintheearly twentiethcentury.Inthiscontext,itisvitaltounderstandSunYat-sen’s ideaofPan-AsianismwhichprovidesChineseperceptionsofregionalism andvaluablesources. AgrowingChineseliteraturehasbeendevotedtoSunYat-sen’sidea ofPan-Asianism.SangBin(2006)detailswiththehistoricalbackground inwhichSundevelopedhisidea.Afterexaminingpositiveandnegative evaluationsofSun’sideaofAsianism,ZhangJunmin(2002)suggeststhat Sun’searlyideawasclosesttotheJapanesecivicAsianism,andSunwarned ofthedangerofJapanesemilitaryPan-Asianism.HowSunhaschanged hisviewofAsianismwasalsodiscussedbyGuanWei(2003)whostressed theinfluenceofLiDazhao’sneo-AsianismonSun’sthought.LinJiayou (1994)highlightsthecentralityofSun’snationalismandlocateshisideaof Asianisminthisintellectualcontext.DongPo(2009)holdsthatSun’sidea ofAsianismoffersanadviceinmanagingtherelationshipbetweenmainland ChinaandTaiwan. Theabovestudiesofferusinsights,materials,perspectivesandevaluative criteria,butprovidetoomuchevaluationwithoutexaminingSun’sidea inasystematicway.Oftentheypresupposetheunchallengedprincipleof nationalism.Drawingontheabovestudies,thischapterexaminesSun’s ideaofPan-Asianism,inparticularhisfamousKobepublicspeechonPanAsianism .Thechapterfirstintroducesthehistorical,politicalandcultural backgroundtoSun’sidea.ItthendevelopsacontentanalysisoftheKobe lecture.Italsoassessesthecompleximpactofhisidea,andhislegacywhich stillhasresonancetoday. Historical Context SunYat-sen’sexpressionsofPan-Asianregionalismwereshapedbytwo importantcontextualfactors.ThefirstwasChina’sdomesticsituation.In the1920s,Chinawasfragmentedandsufferingfromtheconstantthreatof militaryconflict,withdomesticwarlordscontrollingsignificantareasofthe country.ForSunYat-sen,therootofthisdomesticstrifewasimperialism, andalthoughGermanyandAustriahadlosttheircoloniesfollowingtheir defeatintheFirstWorldWarandtheyoungSovietUnionhadrenounced tsaristRussia’spastimperialpoliciesinChina,Sun’smajorgoalwastoremove 03SunYatSen.indd45 8/24/112:20:21PM [18.224.149.242] Project MUSE (2024-04-26 17:46 GMT) 46 Baogang He allimperialistforcesfromthecountryandnullifytheunequaltreatiesthat hadbeenimposed...
