xv INTRODUCTION The results of the 8 March 2008 election stunned both the ruling coalitionandoppositionparties(Ooietal.2008).TheBarisanNasional weredeniedatwo-thirdmajorityinparliament,andfivestates—Penang, Kedah,Perak,SelangorandKelantan—werewonbytheoppositionparties. Overwhelmedbytheunexpectedoutcome,someobserverscharacterizedthe electionresultsasa“politicaltsunami”andextrapolatedthatthepolitical landscapeofMalaysiahascompletelychanged.Ofcourse,withthebenefit ofhindsightobservershavebecomemorecautiousintheirassessments oftheimpactoftheMarch2008election.Nevertheless,themomentous March2008eventisworthfurtherexamining,especiallyitsimpactonthe MalaysianChinese. Thiscollectionoftenpapers,includingthisintroduction,attemptsto assessthestateoftheartinthestudyoftheChinesecommunityinMalaysia. ItexaminesthenatureofMalaysianmulti-ethnicsocietyandtheposition oftheethnicChinese,theconflationbetweenethnicityandreligion,the 8March2008electionanditsimpactonthecommunity,thesimilarities anddissimilaritiesoftheChinesepositionsinEastandWestMalaysia,the newdevelopmentsintheeconomy,andthemediaandeducationinthepast fewdecadesundertheNewEconomicPolicythathavehadmajorbearings onthe8March2008election,andthepost-electionMalaysianChinese community. NATION BUILDING AND THE POLITICS OF ETHNICITY AND IDENTITY SinceIndependencein1957,nationbuildinginMalaysiahasbeenbedevilled bythequestionofhowtoconstructacommonnationalitythatwillhave 00bMalaysianChinIntro.indd15 9/28/113:02:39PM xvi Introduction Malaycultureasitscoreandisalsoinclusiveof,andfairto,thenon-Malay cultures.MostChinesenaturallypreferaninclusivenationalidentitythat embodiesthemulticulturalfoundationofMalaysiansociety.Incontrast,most Malaysinsistedthattheirlanguage,religion,andcultureshouldbegranteda privilegedpositioninthecommonnationalidentity.IndeedthereareMalay leaderswhowouldconflateMalaysiannationalismwithMalaynationalism andfavourusingthetermMelayunationality.Inthe1960s,becauseethnicbounded identitywasomnipotent,theprevailingsentimentwasthat“the MalayisfirstofallaMalay,thenMuslimandthenaMalayan;andthe ChinesefirstofallaChinesethenaBuddhistorChristianifheisreligious andthenpossiblyaMalayan…”(Wang1992,p.192).Consequently,after theMay1969ethnicriots,theUMNO-Malaydominatednationessentially abandonedmultiracialMalayannationalismforalargelyMalay-defined commonnationality. InhischapterTanChee-BengarguesthatnationbuildinginMalaysiahas cometobeshapedmainlybythepoliticsofethnicity,whichhasresultedin entrenchingacommunalworldviewandcreatedanationthatiscommunally divided.1 UMNOMalayelitesaggressivelysetaboutcreatingaMalaysian nationthatisMalayinculturalcharacteristicsandIslamicinidentity.Indeed, twomechanismsthathavefurthercommunalizedthepolityandpolarized thecommunitiesaretheKetuananMelayuideologyandtheNewEconomic Policy(NEP). Initially,itwasarguedthattheNEPwasneededinordertoalleviate theMalayeconomichandicap,andcreatealevelplayingfield,andthatit wouldonlybefortwentyyears—from1971to1990.But,overtheyears, thejustificationforthecontinuationoftheNEPhasincreasinglybeenlinked toArticle153,whichstipulatesthesafeguardingofthespecialpositionof theBumiputrathroughasystemofquotas.Article153wasinitiallymeant tobeatemporarymeasureimplicitlyagreedtobytheAllianceelites,but sincethe1980s,UMNOleadershaveinsistedonArticle153beinga timeless“socialcontract”whichendowstheMalayswith“specialrights”. Thespecialrightsposition,Tanargues,has,infactbecomea“politicaland administrativeweapontopromotetheinterestoftheMalaysunderthe Bumiputeraideology”.WiththeimplementationoftheNEP,Malaysian societygraduallybecamemoreethnicallydivided,withtheChineseseeing themselvesasbeingdiscriminatedagainst,whiletheMalaysasawholeare protectedandtherecipientsofstatefavours.
