Thenewcommunicationtechnology,throughonlinenewssites,sociopolitical blogs,andemails,issaidtohaveplayedasignificantroleindisseminating pluralanddissentingviewsinahighlycontrolledmediaenvironment. Althoughthenewmediamadetheirbeginningduringthe1999general election,theirimpactwasmostfeltduringthe2008generalelection.Then DeputyPrimeMinisterDatukSeriNajibAbdulRazakacknowledgedthat thenewcommunicationtechnologywas“oneofthefactorsthatled[to] ushavingaworsethanexpectedperformance”(NewStraitsTimes,28May 2008).Inanelectionpost-mortem,Welshsaidthatpeopleweredisillusioned withtheusualbiasedreportingofthemainstreammedia,preferringinstead tosearchtheInternetforalternativeviews(Malaysiakini,12March2008). Thischapterwillcomparethenewscoverageofthe12thgeneralelectionby 08MalaysianChin.indd144 9/29/111:31:37PM Changing Ideas of the Malaysian Chinese Language Press 145 boththeChinesemainstreamandonlinepresstoshowtheinclusionand exclusionofcertaingroupsandindividuals,reflectingthepowerstructures withinwhichthemediaoperate.Tocontextualizethestudy,thechapterwill analysetheMalaysianChinesenewspaperstakingintoaccountincreasingstate controlandmediaconcentrationaswellastheemergenceofonlinenews websitesinresponsetotherepressivemediasituationandsocialdemandfor greaterpoliticalopenness. DIRECT STATE INTERVENTION After Independence, two events that have had major impacts on the contemporarystructureofthemassmediaaretheseparationofSingapore fromMalaysia,andtheMay13riotsin1969.In1965,withtheseparation ofSingaporefromMalaysia,theMalaysianauthoritiesdecreedthatall foreignpublicationshadtoobtainpriorpermissionbeforebeingcirculated inMalaysia.Thiscumbersomearrangementaffectedallthemajornewspapers thatwerebasedinSingapore,namely,theStraitsTimes,BeritaHarian, NanyangSiangPau,SinChewJitPoh,andShinMinDaily.Thesepapers hadnochoicebuttosetupnewentitiesinMalaysia,amovewhichlaidthe groundworkfordirectstatecontrolofthenewspapers. AftertheMay13riotsin1969,anationalemergencywasdeclaredand Constitutionsuspended.Alladministrationpowerwasinthehandsofthe NationalOperationsCouncil,headedbyDeputyPrimeMinisterTunAbdul Razak.WhenparliamentreconvenedinFebruary1971,severallawswere amendedto“removesensitiveissuesfromtherealmofpublicdiscussions soastoallowthesmoothfunctioningofparliamentarydemocracy”(Means 1991,p.14).Article10oftheConstitutionwasamendedtoprohibitthe questioningofissuespertainingtocitizenship,thenationallanguage,Malay rights,andthesovereigntyoftheMalayrulers.Thiswasfollowedbythe amendmenttotheSeditionAct,whichprovidedthatanypublicationor speechwouldbeconsideredseditiousifittouchedontheissuesprotected underArticle10oftheConstitution. InlinewiththeSeditionAct,thePrintingPressesandPublicationsAct (PPPA)wasalsoamendedin1971topreventthepublicationofmaterialsthat mayharmpublicorder.In1974,thePPPAwasfurtheramendedtoforbid foreignownershipofanyprintingpressandnewspaperbynon-citizens.The amendmentprovidedtheopportunityforthestatetoassumedirectcontrol ofthenewspapersthroughtheacquisitionofshares.This,inturn,enabled thestatetoplaceitsnomineesonthenewspapers’boardofdirectorsand intopmanagementpositions.TocomplywiththePPPAlocalownership 08MalaysianChin.indd145 9/29/111:31:37PM [18.226.251.68] Project MUSE (2024-04-26 09:09 GMT) 146 Khor Yoke Lim, Beh Chun Chee and Lim Lai Hoon requirements,severalSingapore-registeredChinesenewspapers,suchas NanyangSiangPau,SinChewJitPoh,andShinMinDaily,wererestructured. WhenNanyangSiangPau,theleadingChinesenewspaper,offered51per centofitssharestothepublic,30percentwereboughtbythegovernment investmentcompany,PERNAS,makingitthelargestshareholder.Priorto that,TengkuRazaleigh,asUMNOtreasurer,hadformedacompanycalled FleetHoldingstoacquire80percentofthe...
