Winarta THE HISTORY OF DISCRIMINATION AGAINST THE CHINESE The Dutch Government Era Indonesia did not have regulations of citizenship during the Dutch colonizationperiodthatstartedwiththeestablishmentoftheoldDutch AssociationofEastIndiesCompany(VereenigdeOostindischeCompagnieor VOC )in1815.Thepopulationthenwasnotclassifiedinto“indigenous people”and“foreigners”,butaccordingtophysicalappearancesandother criteriasuchasstatus,forexample,aVOCofficial(compagniesdienaren), afreeman,oraslave.Anotherclassificationwasbasedonreligionsuchas “Christian”(christenen)or“non-Christian”(onchristenenblindeheidenen). Theraceorethnicityofapersonwasacknowledged,butwithoutdistinctions made,forexample,aChinesewasentitledtodeclarehimselfaChineseat thattime. ThissegregationpolicystartedwhenthegovernmentoftheNetherlandsIndies tookoverthecolonyfromtheVOC.Thesegregationproblemand itsnegativeconsequenceswhicharebeingseennowadaysareduetothe “divideandconquer”policyinheritedfromtheNetherlands-Indiesthatwas effectedthroughtheissuanceofthe163Netherlands-IndiesStateRegulation (IndischeStaatsregelling),dated2September1854,Ned.S.154–2,S.1855–2 04Ethnic.indd57 9/9/084:43:28PM 58 Frans H. Winarta jo.1,whichsegregatedthepopulationintothreegroups:(1)Europeans; (2)ForeignOrientalssuchastheChinese,Indians,Arabs;and(3)the indigenous.1 ThesegregationpolicywasalsofoundinCivilRegistration, suchasStateRegulation1849–25ofyear1849,regardingCivilRegistration forEuropeans;StateRegulation1917–130ofyear1917,regardingCivil RegistrationforChineseForeignEasterners;StateRegulation1920–751of year1920concerningCivilRegistrationforMuslimIndigenousPeople;and StateRegulation1933–75ofyear1933onCivilRegistrationforChristian IndigenousPeople. This segregation policy was introduced by the Netherlands-Indies Government,whichgavetheEuropeansthehigheststatusanddistinguished rightstothebestfacilitiesinsociety.TheChinesewererecognizedatthat timeasForeignOrientals(vreemdeoosterlingen)whowereinferiortothe Europeans.TheIndigenousPeople(inlander)weregiventheloweststatus, withtheexceptionoftheroyalfamilywhosharedthesamestatusasthe Europeans.Suchsegregationalignedwiththe“divideandconquer”policy oftheNetherlands-IndiesGovernment.2 The Netherlands-Indies Government believed that they would be threatenediftheindigenouspeoplejoinedtheChinesetoopposethe government.3 Thus,thepopulationwassegregatedintothreegroups,each differinginroleandeconomicconditions.Thegovernmentwasthenableto applythe“divideandconquer”principletotheindigenouspeopleandthe Chinese,causingdistrustwhichgeneratedconstanthatredbetweenthem. Theindigenouspeopleconsideredthisunjustandwerejealousandangry. Notonlydidthesegregationpolicymakethemsuspicious,buttheprocess ofsegregationandthegrowingprejudicewereintentionallycreatedbythe Netherlands-IndiesGovernment.Thisconditionhaspersisteduntilnow. Duringthisperiod,theperanakanChineseweresegregatedintotwo politicalgroups:thefirstgroupwastheChungHwaHui(CHH),which supportedtheDutchColonialGovernment;4 thesecondgroupwasthePartai TionghoaIndonesia(PTI),whichsupportedtheIndonesianIndependence Movement.5 SomeoftheirprominentfiguresfoughttogetherwithothernonIndonesian ChineseleadersfortheindependenceofIndonesia.However,this facthasbeenignoredbyIndonesiansocietyandhistorians.6 The Japanese Government Era The“divideandrule”policyagainsttheChinesecontinuedintotheJapanese OccupationduringtheSecondWorldWar(WWII).TheJapanesehad deliberatelyforcedandsegregatedtheChinese,forcingthemtostudyina 04Ethnic.indd58 9/9/084:43:29PM [18.188.252.23] Project MUSE (2024-04-26 12:51 GMT) No More Discrimination Against The Chinese 59 particularschoolestablishedforthemwhichusedtheChineselanguageinthe classroom.7 Furthermore,theywereforcedtospeakChineseoutsideschool. SomeofthemwererecruitedbytheJapaneseforespionage,whichworsened theimageofChineseIndonesiansbecausetheywereaccusedofcollaborating withtheviciousJapaneseagainsttheindigenouspeople. TheChinesewerehavingdifficultiesandhesitatedtodeterminetheir futureascitizens.Someofthembelievedtheywereforeignersalthoughthey hadsettledinIndonesiaastheyhadexperiencedsegregationduringtheDutch andJapanesecolonialperiods.Although,theyhadsettledinIndonesia,their statuswasunclear.Theyalsohademotionaltieswithwhatthey...
