287 17 RISING INDIA AND INDIANS IN CAMBODIA, LAOS AND VIETNAM Sudhir Devare INTRODUCTION AmongthecountriesofSoutheastAsia,thethreeIndochinacountrieshave theleastnumberofIndians.Interestinglythesecountrieswereexposedto theIndiancultureasearlyasthebeginningoftheChristianera,though theircontactwithIndiahaddeclinedafterthethirteenthcentury.Today,the situationoftheIndiancommunitiesinVietnam,CambodiaandLaospresents acontrastingstudy.WhilethesecountriesandIndiahaveenjoyedclose politicalrelationsthroughouttheperiodoftheirindependenceandextended toeachotherthefullestdiplomaticsupportintheirrespectiveneedyhours, thesizeoftheIndiancommunitiesortheirinfluenceinallthreecountries isverysmall.Ironically,duringthecolonialperiodtheIndiancommunities weresizeable.Afterthecommunistvictoryin1975inVietnamandthe reunificationofNorthandSouthVietnamwhenIndia-Vietnamrelations begantostrengthenfurther,therewasanexodusofIndiansfromVietnam andLaos.Veryfewofthemreturnedtoresumetheirbusinessorprofessional activity.InCambodia,alargenumberofIndiansleftafterthecoupin1971 anddidnotreturnevenwhenIndiarecognizedtheCambodianregimein 1980aftertheVietnameseoccupation. TherearetwogroupsofIndiansinthesecountries.Thosefromthepre1975 daysandtheotherfromthepost-1975period.Theformerarenowvery 17RisingIndia.indd287 8/20/0810:38:33AM 288 Sudhir Devare few.TodaytheIndianpresenceinIndochinacountrieshaslittletodowith theIndiancommunitieswhichlivedthereinthenineteenthandtwentieth centuryFrenchperiod.TheIndiansoneseesandmeetsinVietnam,Laosor Cambodiaarethosewhohavecomehereinthelasttentofifteenyearsoreven morerecently.TheyaremostlyconnectedwiththeemergingIndiaandseem torepresenttheenterpriseandenergythatyoungIndianbusinessmenand professionalsareshowingeverywheretoexplorenewareasandmarkets. HISTORICAL BACKGROUND AswespeakoftheIndiancommunitiesintoday’sVietnam,CambodiaorLaos, itwillbeinstructivetobrieflylookatthehistoricalbackgroundofIndia’s presenceinthesecountriesasIndochinaisoneoftheregionswheretheIndian civilizationhadreachedasearlyasthefirstcenturyA.D.TheIndianization ofSoutheastAsia,referredtobyWesternscholarsas“FartherIndia”1 wasa sagawhichlastedformorethanamillenniuminwhichIndianreligion,art, architecture,danceforms,literature,etc.,leftanindelibleimprint.Inthe kingdomsofChampa(centralandsouthVietnam),Funan(Cambodia),parts ofLaosandThailandduringtheDvaravatiandLopburiperiod,thefusion betweentheIndianandlocalcultureswasclearlyevident.IndianBrahminsand Kshatriyasaresaidtohavemarriedlocalprincesses.Theconceptofdevaraja (Godking)andthestructureofadministrationderivedfromitformedthe rulingpatterninthesecountries.ThetemplesofAngkorWatinCambodia, thewats(temples)ofLaosandthemonumentsinVietnambearwitness totherichbackdropoftheIndianizationofthisregioninancienttimes. WhiletheearlyIndianimmigrantscontributedimmenselytoevery aspectofthesocietyinthesecountries,theoneswhocamefromIndiain thenineteenthcenturyweremainlydrivenbytheircolonialexperienceand difficulteconomiccircumstancesinIndia.Manyofthemwerefromthe FrenchcoloniessuchasPondicherry,MaheandKaraikal,andweremiddle orlow-rankingcivilservants.Therewerepettytraders,moneylendersand brokers,textilemerchants,barbers,tailorsetc.Amajorityofthemwerefrom SouthIndiathoughtherewerealsoSindhiandGujaratibusinessmen.Among them,therewerebothHindusandMuslims.Manyofthelattermarried localwomeninVietnamorLaosandhadlargefamiliesandchosetostayon throughouttheturbulenttimes.TheChettiarcommunityofmoneylenders exercisedconsiderableinfluence(thoughnotalwaysgoodwill)overthelocal population.TheChettiarsalsobuiltimpressivetemplesinSaigon(nowHo ChiMinhCity).NowtherearehardlyanyChettiarbusinessmenleftin VietnamorLaos. 17RisingIndia.indd288 8/20/0810:38:33AM [3.138.114.38] Project MUSE (2024-04-26 08:50 GMT) Rising India and Indians in Cambodia, Laos and Vietnam 289 Accordingtothecensusof1937,2 thereweresome6,000“Asiatic foreigners”;3,000ofwhomlivedinCambodia,2,000inCochin...
