chapter Nixon’sWarRhetoric RichardNixon’sspeechespresentinghispoliciestoendthewarinVietnam areexamplesofadistinctivekindorgenreofpresidentialpublic discourse:warrhetoric,thatis,rhetoricrespondingto aggressionor leadingthenationintowar.Theyoccurredinanunusualsetofcircumstances because,asaresultofmanypriordecisions,USinvolvement inthewarinVietnamwasspreadoverthepresidenciesofFranklin Roosevelt,HarryTruman,DwightEisenhower,JohnKennedy,Lyndon Johnson,andRichardNixon.Bycontrast,WorldWarIIwasconcluded byTrumanbutwasdirectedandfoughtprimarilyduringthepresidency ofFranklinRoosevelt.TheKoreanWarbeganunderTruman,andthe trucethatstillpersistswasnegotiatedbyEisenhower.TheGulfWarwas foughtandconcludedbyPres.GeorgeH.W.Bush.ThewarsinAfghanistan andIraqbegunundertheleadershipofPres.GeorgeW.Bush;that inIraqwasformallyconcludedduringthefirsttermofthepresidency ofBarackObama,andtheUScombatpresenceinAfghanistanhas, likewise,beenreducedwithfurtherreductionspending.Inotherwords, theVietnamWarstandsalonebecauseofitslongandongoingrolein presidentialforeignpolicydecisionmaking. LiketheKoreanWar,itwasanundeclaredwar.FranklinRoosevelt connivedinthedecisionsthatledtothefirstwarinVietnam,and TrumanandEisenhowersupportedFrencheffortstoreclaimtheircolonies withmoneyandmatériel.KennedyintroducedthefirstUStroops, [] chapter 3 underthepretextthattheywereentirelyadvisory,althoughsometook partincombat,andsomedied.LyndonJohnsonusedreportsofNorth Vietnamattacks,nowchallengedbysomesources,onUSshipsMaddox and Turner JoytogainpassageoftheGulfofTonkinresolution,which hetreatedastheequivalentofadeclarationofwarthatauthorizedhim tointroducecombattroopsintothisarena.1 Intenseconflictoverthe warledPresidentJohnsontowithdrawasacandidateforre-electionin 1968.NixonfacedVicePres.HubertHumphrey,whoearlyhadbeena voicesupportingwithdrawalandendingthewar,butwho,despitereservations ,backedJohnson’spoliciesalmosttotheend,inpartbecause heneededJohnson’ssupportfortheDemocraticnominationandto gainfundsforcampaignexpenditures.NixonfearedthatHumphrey wouldbeelectedifJohnsonwasabletoachievehisgoalofreachinga peaceagreement.Nixonallegedlyusedindirectmeansofcommunication toencouragePresidentThieunottojointhepeacenegotiations inParis,andhebelievedthatThieu’srefusaltoparticipateinthemwas animportantfactorinhiselection.Accordingly,hissupportofThieu persistedtotheveryend.Thus,althoughhisspeechesonVietnam clearlyareexamplesofwarrhetoric,thesecircumstancesmakethem distinctive. KathleenJamiesonandIhavecalledattentiontothewarningoffered bypoliticalscientistEdwardKeynes:“Futurepresidentsshouldrecall oneoftheVietnamWar’smostimportantlessons—thenationshould notwagealong,protracted,undeclaredwarwithoutfundamentalprior agreementbetweenCongressandthepresidentandbroad,sustained publicsupportforthegovernment’sdecisiontosendthenation’ssons anddaughtersofftowar.”Keynes’sjudgmentbenefitsfromhindsight, buthispointisechoedbythoseinthemilitary.Theynotethatthe constitutionalprovisionthatitistheCongressthatmustdeclarewar isprotectionagainstwarsmadebytheexecutive,warsthat,asaresult, lackthedirectcommitmentoftheUSpublic.2 Asthisbookwillremind you,however,presidentswhoinvolvedtheUnitedStatesinmilitary actioninVietnambelievedthattheywerefightingabattleintheCold War,andmuchoftheUSpublicsupportedwhattheyweredoingalmost until the end.
