This [license] was presented before me and I obeyed it as an order of the supreme government. By virtue thereof, the said Maestre de Campo Juan Domínguez [de Mendoza] may leave this country with his family, and in order that he may not be detained and in order that it may be of record, I ordered the present [writing] issued.
