ACKNOWLEDGMENTS This book would not have been possible without the generosity and support of many people. The international conference that led to this publication , held in 2002 in Washington, D.C., was funded by the University of Delaware and the Dante B. Fascell North-South Center at the University of Miami. At Delaware, the Department of Political Science and International Relations, the Center for International Studies, and the College of Arts and Sciences at the University of Delaware provided much needed funds for this effort. Joe Pika, Suzanne Austin, David Pong, Tom Dilorenzo, and Mark Huddleston were instrumental in launching this project by providing support and encouragement. In 2002, I was appointed adjunct senior research associate of the North-South Center. In that capacity, I organized the conference and began working on the book manuscript. Thanks to Ambler Moss, director of the center at the time, and Antonio Garrastazú, former program director of its Washington office, for their encouragement and support. Antonio carried out all the logistic arrangements that made this conference possible. The Peruvian Embassy in Washington, D.C., also collaborated in this endeavor. Ambassador Allan Wagner opened the conference and held a lovely reception for all participants in the embassy’s elegant residence. Other people in the Dante B. Fascell North-South Center were also instrumental in shaping this book. Jeff Stark, former director of research and studies, and Kathy Hamman, former editorial director, enthusiastically supported the idea of turning the conference proceedings into a book. Unfortunate circumstances that led to the shutdown of the center by the University of Miami prevented this project from being completed at the center’s press. The enthusiasm and professionalism of the book contributors, who found time in their busy schedules to work on the multiple revisions that a project of this nature entails, have made this book possible. I am greatly indebted to all of them, and in particular to Cathy Conaghan, who enthusiastically supported the idea when it was in its formative stage and offered valuable advice throughout the project. I also want to thank acknowledgments x Jo-Marie Burt and John Carey for their participation in the conference. Other commitments prevented them from being part of this book. Charles Kenney read the whole manuscript and offered valuable suggestions . The comments of three anonymous reviewers were also extremely useful and helped to improve the final version. Sara Parker, a graduate student at my department, helped prepare the final manuscript. I am also grateful to Sandy Thatcher for his great editorial advice. Doriz, my wife of almost twenty years, was the source of much help and support when this project started. Her unsuccessful fight against cancer did not allow her to see its culmination. But she lives in all of us who knew and loved her. I dedicate this book to her loving memory. During this difficult period, my kids, Doris, Antonio, and Alicia, demonstrated a resilience that was both heartwarming and inspirational.
