Nuevos desarrollos en el sector no estatal cubano

RESUMEN:

Este artículo estudia nuevos desarrollos en el sector no estatal en Cuba (SNE) que en 2018 representaba el 32 por ciento de la fuerza laboral, tiene creciente importancia y el potencial de transformar la economía predominantemente estatal (68 por ciento de la fuerza laboral) la cual confronta la peor crisis desde la década del 90. Aquí describimos las características generales del SNE, cuantificamos su número y tendencias, y analizamos avances y problemas en sus tres grupos principales: trabajadores por cuenta propia, usufructuarios, y socios de cooperativas no agrícolas y de servicios.

This article studies new developments in the non-state sector in Cuba, which in 2018 embraced 32 percent of the labor force, has growing importance and the potential to transform the still-predominant state sector (68 percent of the labor force) that is confronting the worst crisis since the 1990s. We describe the main characteristics of the sector, estimate its size and trends, and analyze advances and problems in its three principal groups: self-employed workers, usufruct farmers, and members of non-agricultural and service cooperatives.
