The Liberal Plan for Resettling Syrian Refugees in Canada: The Justificatory Narrative and Counter-Narrative

The purpose of this article is to examine several interrelated aspects of the Liberal Party's plan proposed during the 2015 election campaign to resettle 25,000 government-assisted Syrian refugees prior to the end of that year, and the Liberal government's efforts after the 2015 election to implement that plan. The objective is to examine the following four interrelated aspects of that plan before and after the 2015 election: (a) the evolution of key provisions in the plan; (b) the composition and thematic thrusts of the justificatory narrative for the plan; (c) the composition and thematic thrusts of the counter-narrative that critiqued both the plan and its justificatory narrative; and (d) the degree of continuity and change to public opinion regarding the Liberal plan. The article also devotes some attention to the lessons that can be drawn from this case study regarding factors that shape narratives and counter-narratives, and some potentially valuable directions for further research.

L'objectif de cet article est d'examiner plusieurs aspects interconnectés du plan proposé par le parti libéral lors de la campagne électorale de 2015 pour faciliter la réintégration de 25 000 réfugiés syriens assistés par le gouvernement avant la fin de cette année-là, ainsi que des efforts déployés par le gouvernement libéral après la tenue des élections en 2015. Le dessein consiste à examiner les quatre aspects interconnectés suivants de ce plan avant et après l'élection de 2015 : a) l'évolution des principales dispositions du plan ; (b) la composition et les axes thématiques du récit justificatif du plan ; (c) la composition et les axes thématiques du contre-récit qui critiquait à la fois le plan et son récit justificatif ; et (d) le degré de continuité et de changement dans l'opinion publique concernant le plan libéral. L'article consacre également une certaine attention aux leçons qui peuvent être tirées de cette étude de cas en ce qui concerne les facteurs qui façonnent les récits et les contre-récits, ainsi que certaines orientations potentiellement utiles pour des recherches ultérieures.
