Why So Late? : Cultural and Institutional Factors in the Granting of Quebec and French Women’s Political Rights

Women in Quebec and in France received the right to vote only in the 1940s. Shared cultural factors, however, are insufficient to explain this similar situation. A comparison of the role of political parties and the Catholic Church as major institutions of these societies suggests that what was at stake in delaying tactics and in the final granting of women’s political rights was not a matter of culture but rather a question of preserving certain socio-economic forces and their specific nationalist expressions.

Les femmes au Québec et en France ne reçurent le droit de vote que dans les années 1940. Les aspects culturels communs à ces deux sociétés ne suffisent pas à expliquer leur semblable retard à cet égard. Une comparaison du rôle de deux institutions centrales à ces sociétés – de l’Eglise catholique et des partis politiques – suggère que la raison réelle de retarder puis d’accorder aux femmes ces droits politiques ne ressortissait pas du domaine culturel mais plutôt du désir de préserver certaines forces socio-économiques ainsi que leurs particulières expressions nationalistes.
