Abstract

Placing TDDs (Telecommunication Devices for the Deaf) in the hands of all the deaf has many implications. Having their own TDD would open up the world of telephone communication for the deaf and could have tremendous impact in language development and in facilitating social interaction and communication. So it was very exciting when Senate Bill 597 was passed in California which mandated that TTDs were to be made available, free of charge, to all hearing- and/or speech-impaired persons in the State of California. The general background for the implementation of SB 597 is presented as well as the process whereby the TDDs are distributed in San Diego.

In addition, the TDDs which are available to the deaf in California can be used to communicate with computers: The California Connection. Implications for academic growth in all areas as well as the flexibility this technology brings to deaf education is discussed. A sample program demonstrates how to connect (interface) these new TDD/MODEMS to an Apple II computer for the purpose of establishing direct communication with a computer by remote TDD. One such program, ONLINE, has already been initiated and is used as a Message Center (electronic mail) by the deaf students in San Diego City Schools. The educational potential of this device makes further exploration a must.
