housing that is designed for choice at the design stage, both in terms of social use and
construction, or designed for change over its lifetime. This paper argues that flexibility is an
important consideration in the design of housing if it is to be socially, economically and

has already made the arguments as to why flexible housing is a relevant, even essential, part
of future housing provision on grounds of social, economic and environmental sustainability.
This paper examines ways in which flexible housing may be achieved, using examples from
