President Barack Obama's endorsement of the Fair Minimum Wage Act—a joint House and Senate proposal to increase the Federal minimum wage from $7.25 to $10.10 per hour and to index it to inflation thereafter—is couched in a policy objective with which there is broad public support: lifting those who work hard and play by the rules out of poverty. But will such legislation diminish poverty? And are there efficient alternatives? My answers to these two questions, discussed below, are" not much" and" yes."
