Due to the one-child policy and the increasing mobility in the country, Chinese population
statistics show serious defects. Particularly affected are underreported birth numbers and
contradictory migration data. While policy evasion and cadre manipulation produce bias in
both cases, migration data also suffer from unresolved definitional issues. The problems
