Illegal immigration is prompting growing xenophobia and throwing up enormous challenges
for the Government. A multi-faced policy approach that balances domestic and regional
responsibilities is needed to stem the tide. This could combine an'open door'policy with
active assimilation of migrants, regional reconstruction, voluntary repatriation and law and
order.
