Ernest Campbell and I were codirectors of the project that culminated in the Report, and
Alexander Mood had overall supervision of the study. All three of us, together with other
persons in the Office of Education (some of whom are co-authors), spent much time and
effort in the analysis and preparation of the report, and the report was a joint product.
