A policy of cost-related tuition has the potential to provide benefits to institutions of higher
education and to society in general. This policy can bring fiscal gains to certain institutions
via its effects on students' attendance choices and enrollment-driven revenues. In addition,
cost-related tuition can bring about social benefits through effects on students' choices of
academic programs that increase the efficiency of labor markets for college-trained
