    It is difficult to overstate philanthropy&amp;#x2019;s role in the finance and administration of American public education. In 2016, philanthropic contributions to U.S. K-12 schools constituted nearly $5 billion, with $800 million flowing from the Bill and Melinda Gates Foundation and the Walton Family Foundation alone (Hess &amp;#x26; Bell, 2019). Though the COVID-19 pandemic and its aftermath disrupted many philanthropic revenue streams (Barnum, 2021), philanthropic networks remain a prominent financial force. Indeed, the National Association for Independent Schools reported that their 1,425 member schools secured $4.87 billion in philanthropic funds in 2023 (Attanasio et al., 2024, p. 3).     Two-year institutions play an essential role in the higher education landscape. Public community and technical colleges have a long-standing history of serving the disenfranchised and disadvantaged populations of America, including those without a secondary education, differently-abled individuals, racial minorities, and those with limited basic adult education (Lowry &amp;#x26; Thomas-Anderson, 2017). Budd and Hawkins (2002) suggested two-year institutions are best positioned to serve the local community workforce needs and maintain America&amp;#x2019;s competitive global economy.
