    The first half of the 2020s bore witness to remarkable evolution in international trade, driven in part by both ideological dynamics and technological advances. In the United States, tariff levels rose to, and even exceeded, levels not seen since the 1930s Smoot-Hawley era. Internationally, shifting alignments, such as the rise of the BRICS trading bloc, indicate an attempt to counter the trading order historically dominated by the United States and Europe, even as the pending European Union-Mercosur trade deal, if ratified, would create the largest area of free trade in the world.
