ARankingSchemeforAsianWaterUtilities BhanojiRao* Thispaperisaimedatexploringarankingschemefor40Southeast (SE)Asianwaterutilitiesfrom4countries(1fromLaosPDR,5 fromMalaysia,17fromThePhilippinesand17fromVietnam)and 20Indianwaterutilities.DataarefromtheDataBookofSoutheast AsianWaterUtilities,2005andthe2007BenchmarkingandData BookofWaterUtilitiesinIndia.Thedatabasesprovide13standard indicators,outofwhichthreeareusedtocomputeaservicedelivery index(SDI)and4tocomputeanoperationalefficiencyindex(OEI). The inter correlation between the two indexes was a very low – 0.19intheSEAsiansampleand0.29intheIndiansample.The lackofastrongrelationbetweenthetwoindexescouldbeevidence of the fact that priority is given to supply drinking water at any cost rather than worry unduly about the operational efficiency of the utilities. Combining SDI and OEI, we obtain a performance index(PI)andthetop5utilitiesbylocationare3inVietnamand 1eachinMalaysiaandthePhilippines.TheIndianutilitiesfallshort most prominently on the duration of water supply.There are also majordifferencesbetweenthevariationinscoresonOEIbetween IndianandSEAsianutilities.Whileweapplaudtheinitiativeon getting such valuable information from the participating utilities, it is perhaps time the whole exercise is evaluated for content and accuracyandupgradedbothintermsofspatialanddatacoverage. 03IWPBhanoji.indd43 6/10/119:48:39AM BhanojiRao 44 1. TheWaterUtilitiesData Thanks to the efforts of the Asian Development Bank (ADB) and the collaborating water utilities, we now have comprehensive data basesonsomeoftheAsianutilities,covering4countriesinSoutheast Asia and India. Performance data on utilities in 40 urban areas are providedintheDataBookofSoutheastAsianWaterUtilities2005issued in November 2007. The Data Book 2005 covered 40 cities and the respectiveutilitiesin4countries:LaoPDR,Malaysia,Philippinesand Vietnam (Annex 1). For each water utility, data are provided on 13 indicators(Table1).
