270 12 REVOLUTIONARIES AND REPUBLICANS: THE FRENCH PRESS ON SUN YAT-SEN AND THE XINHAI REVOLUTION Alexander Major Formanynineteenth-centuryChinese,onlytheHanethnicitycouldbe viewedaslegitimateChineserulers.LiketheMongolKhansoftheYuan dynasty,1 theManchuoftheQingdynastywerewidelyviewedasforeign invaders.While,intheearlydaysoftheregime,theQingwereableto forgealliancewithinfluentialHanadministrators,andcontrivedtoposition themselvesastheheirtotheMingdynasty,puttingdownthepeasant rebellionthathadcausedthecollapseofthepreviousregimein1644,the notionthattheywereforeignmastersneverleftthemajorityHanpopulation. Manchuofficialsdominatedatcourt,werepresentatalllevelsofgovernment, andManchusoldiersweregarrisonedinalltheimportanturbancentresto assurethestabilityoftheregime.2 ImperialregulationsfavouringtheManchu wereatolerableirritanttothesubjectsoftheempireduringtheprosperous Kang-Qianperiod,3 butbecameanintolerableinvasionofsovereignty whenfortunesturnedbadinthenineteenthcentury.Significantly,the demonstrationofweaknessevidentinthelossoftheOpiumWar(1839–42) toBritaininstigatedaseriesofopenrebellionsandsecessionistmovements intheWestandSouth,dividingtheattentionoftheCourtforthelasthalf ofthecentury. 12SunYatSen.indd270 8/24/113:06:16PM French Press on Sun Yat-sen and the Xinhai Revolution 271 Whilerebellionraged,otheragitatorssoughtreformtore-establishthe authorityofthedynastythroughthewillofthepeople.TheOneHundred DaysReform(1898)oftheGuangxuEmperor,withtheadviceofKang YouweiandLiangQichao,isoneexampleofanon-revolutionaryreform movementinthelateQingperiod.However,theabjectfailureofthe movementandtheharshreactionoftheconservativeforcesinthegovernment onlyfurtherconvincedrevolutionariesthattheremovaloftheQingwasthe onlyhopeforChina. SunYat-senbelievedthebestremedywastotransitintoarepublic.He beganactivelylookingtoreversetheQingregimeinthe1890s.By1894he hadestablishedtheXingzhonghui(ReviveChinaSociety)toworktowardthis goal.Thegroup’soath“Expelthenorthernbarbarians,reviveZhonghua,and establishaunifiedgovernment”(驱逐鞑虏,恢复中华,建立合众政府) givesaclearindicationofthesubversiveintent.Thoughthisorganization didnotacquiresignificantinfluenceonitsown,oncemergedintothe Tongmenghui,andlaterKuomintang,itwaspartofthegreaterrevolutionary movementthatultimatelysawtheendoftheQingdynasty. European Colonialism in East Asia ThePortugueseandDutchwerethefirsttoestablishapresenceintheFarEast, withterritorialpossessionsdatingfromthelateMingperiod.4 Itwasarguably theBritish,however,whohadthegreatestimpactonfutureeventsinChina. StartingwithSingaporein1819,theBritishaggressivelypursuedFarEastern tradeopportunitiesanderodedthetraditionalinfluenceoftheChinesecourt. ThisfrictioncametoaheadwiththeOpiumWarwhichultimatelyopened ChinatoforeignoccupationthroughtheTreatyPort/Concessionsystem.This createdacrisisfortheQingasitexposedanunanticipatedlevelofweakness tointernalenemies,whowereabletoincreasetheirrecruitmentbypromising toremovethedynasty.Thisattitudewouldbeevidentinboththereformand revolutionarymovementsoftheensuingdecades.
