1 1 MALAYSIA: ETHNICITY, NATIONALISM, AND NATION BUILDING Tan Chee-Beng On31August2007,MalaysiacelebratedherfiftyyearsofIndependencefrom Britishrule.1 WhileMalaysiansandnon-Malaysiansmayholddifferingviews ofMalaysia,bothwould,however,agreethattherehasbeenconsiderable economicachievementandvisiblemodernityassymbolizedbythefamous PetronasTwinTowersandmodernhighways.Butinrecentyears,thereis amountinggeneraldissatisfactionamongMalaysiansoveranumberof developments,suchastheincreaseincrimemainlyinurbanareasand scandalsinvolvingthepolicewhoseprofessionalismisquestioned,aswellas theperceptionofmorecorruption,anddoubtsaboutjudicialindependence. Aboveall,thereisalsoagreementamongresearchersandobservers,andeven thegeneralpublic,thatMalaysiahasbecomemoreraciallydivided.What hasgonewrong? Thischapter2 willdiscussethnicity,nationalism,andnationbuildingin MalaysiaandseewhatwecanlearnfromtheMalaysiancase.Itwillshow thatnationbuildinginMalaysiahasbeenshapedbythepoliticsofethnicity, whichhasfosteredacommunalworldviewandcreatedanationthatis communallydivided.Inotherwords,notonlyMalaysiansofdifferentethnic groupswouldimagine3 theMalaysiannationdifferently;butthenationitself hasalsobecomehighlypolarized.Becausepoliticiansofdifferentethnic groupshavearticulatedalongethniclines,therevivalofMalaynationalism 01MalaysianChin.indd1 9/29/111:26:32PM 2 Tan Chee-Beng after1969andnon-Malayreactionpushedthecountrytobecomeahighly polarizednation.Malaynationalismherereferstothenationalisticideology oftheMalayelitewhopursueaMalaysiannationthatisMalayincultural characteristicsandIslamicinidentity.Itiscommunalnationalismorethnic nationalism,thatis,nationalismthatisarticulatedbyanethnicgroup withinamulti-ethnicstateforthegroup’sinterestandtoprojectthecultural nationalismaspiredtobythegroup,ortheculturalviewofthenationas imaginedbythegroup.Thiskindofnationalismiscommoninnewstates suchasMalaysiaandIndonesia,wheretheindigenouselite,facedwiththe presenceofaninfluentialminoritysuchastheChinese,seekstohaveagreater shareoftheeconomyandtodominatetheculturalconceptionofnationhood. Butinpractice,thisnationalisticarticulationservestopromotetheeconomic andpoliticalinterestsoftheindigenouselite.Thecommunalnationalismwe areconcernedwithhereis,ofcourse,notseparatistnationalism,whichseeks toformaseparatestate. AsignificantchangeinMalaysianpoliticsoccurredwiththeMarch2008 nationalelection,whichsawtheoppositionpartieswinningcontrolovera fewstategovernments.Diditsignalthedeclineofcommunalpolitics,and willthegovernmentpayattentiontothecomplaintsofnon-Malaysandthe socio-economicneedsofthepeople,irrespectiveoftheirethnicbackground? Therejectionoftherulingcoalition,despiteitsclingingtopower,provided muchfoodforthought.Itwasarejectionofthepoliticsoffear,whichthe UMNO-ledcoalitionhadusedeffectivelytorallythesupportofMalaysby exploitingtheirfearofChineseeconomicdominanceandoflosingMalay culturalcharacteristicsinnationbuilding.TheUMNO-ledgovernmenthas alsousedthepoliticsoffeartorallythesupportofnon-Malays—however reluctantly—byexploitingtheirfearofanIslamicstateledbythePAS, aswellastheirfearofracialriots.Thispoliticsoffearperpetuatesthe communalpoliticalprocessinMalaysia. Doesthe2008generalelectionmarkthebeginningoftheendofthe politicsoffearinMalaysia?Theresultofthiselectionnodoubtprovides muchroomforreflectionaboutethnicity,nationalism,andnationbuilding, andindeeddemocracy,too.DavidBrown(1994)haswrittenaboutethnicity, nationalism,anddemocracyinSoutheastAsia,andIshallusetheMalaysian casetoreflectonthisissueandonnationbuilding.Iarguethatthepolitics ofethnicityisperpetuatedthroughthepoliticsoffearusingethnicityand religion,andthatbothareductionincommunalpoliticsandanimprovement indemocracyarefavourableforthepromotionofethnicharmonyornational unity.Thedeteriorationofdemocracywillonlyleadtomoreoppressionof 01MalaysianChin.indd2 9/29/111:26:32PM [3.128.198.217] Project MUSE (2024-04-19 20:33 GMT) Ethnicity, Nationalism, and Nation Building 3 theminoritiesandmorepolarizedcommunalpolitics...
