132 Conclusion ISLAM,DEMOCRACY,ANDACTIVISM INMALAYSIA MalaysianIslammadeheadlinesaroundtheworldinlate2008whenthe National Fatwa Council of Malaysia, which composes fatwas that may beadoptedandenforcedbyindividualstates,announcedfirstthatitwas haram(forbidden)forMuslimwomentobehaveliketomboysand,second, that it was against Islam to practise yoga while chanting mantras. While theBBCwasabletomakelightofthe“tomboyfatwa”,describingitasa fatwaagainstwomenwearingtrousers,whatisapparentisthatthereisa willingnessonthepartofIslamicbodiesoftheMalaysianStatetoseekto controltheminutiaeofpeople’slives. AnyhopesthatIslamizationwouldbehaltedbywhatmanyregarded as an electoral shift away from ethno-religious politics in the 2008 elections are unlikely to remain strong in the face of these fatwas and the other developments. Other examples of deference to conservative Islamic sensibilitiesincludethepopsingerRihannaagreeinginthefaceofIslamists’ protests in January 2009 to dress more conservatively on stage than she otherwisewouldhave,andtheshowsofInulDaratistaofIndonesia,who performs a gyrating dance to music known as dangdut, repeatedly being cancelled and rescheduled owing to official protests from Islamists from bothPASandUMNOoverthesexualnatureofherperformances. The ascent and current place of a general Islamic consciousness in Malaysia is significant and pervasive. A number of Malaysians lamented 132 10 I&AM.indd 132 4/22/10 9:37:22 AM Islam,Democracy,andActivisminMalaysia 133 to me that there was an obsession in Malaysia for every aspect of life to requirethestampofapprovalfromIslamicauthorities.Onelawyerfeltthat thesilliestandmosttellingexampleofthiswasthetrendtofindevenon bottlesofmineralwaterthesymbolforhalal(permissible)certificationfrom theJabatanKemajuanIslamMalaysia(DepartmentofIslamicDevelopment Malaysia,JAKIM).Onanotheroccasion,membersofSistersinIslamhave described to me the trend for departments such as the Department for Women,FamilyandCommunityDevelopmenttosendpoliciestoJAKIM forvettingandapprovaleventhoughtherewasnoneedforthistooccur and that JAKIM does not request to vet policies. A final example worth notingisthatpriortothe2008elections,theElectoralCommissiondeemed itnecessarytogetapprovalfromtheNationalFatwaCouncilfortheuseof indelibleink. Theremay,however,besignsthatthedeferencetowardsIslamicauthority ischanging.Whileitisdifficulttomeasurehowdeepthisinclination goes,theoutcryovertheyogafatwainparticularisnoteworthy.Agreatdeal ofmediaattentionwaspaidtothemanywhopubliclychallengedthenotion that yoga was in any way contrary to Islamic dictates. While yoga does haverootsinHinduism,itisfrequentlynowadayspractisedbyindividuals of all religions and without much trace of its Hindu origins, and those whoprotestedpointedouttheNationalFatwaCouncil’signoranceofthis. Althoughitwastruethatthefatwahadstressedthatyogawasforbiddenif conductedwhilechantingmantras,thestainofthefatwaonyogawasfelt to be more general. Furthermore, the National Fatwa Council chairman, DatukDrAbdulShukorHusin,hadstatedthat“doingyoga,evenjustthe physicalmovements,isasteptowardserosionofone’sfaithinthereligion, henceMuslimsshouldavoidit”(inMazwin2008).Partoftheprotesteven includedanopendemonstrationofyogaon22December2008byaMalay yoga practitioner.This demonstration, held in Kuala Lumpur, sought to demonstrateboththatyogadoesnotconflictwithIslamicdictatesandthat theNationalFatwaCouncilhadissuedthefatwainignoranceoftheway yogawasinfactpractisedinMalaysia(i.e.withoutmantras). Theextensivepermeationofreligiousauthorityintotherealmsofeveryday life,especiallywhenthisauthorityissuesfirmrulingsonrelativelyminor matters, is what is described by Roy Rappaport as “oversanctification”. Rappaport proposes that all religions have, at their heights of sanctity, UltimateSacredPostulates.ThesePostulatesareunspecificwithregardto material obligations.
