1 Introduction WOMEN IN SOUTHEAST ASIA: CHANGES AND CONTINUITIES Theresa W. Devasahayam Southeast Asia as a region has undergone vast economic and social transformationsinthelastseveraldecades.Womenasacollectivehaveseen theirliveschangedasaresultofrapiddevelopmentandeconomicgrowth. TheHumanDevelopmentIndexrecordshigherlevelsofliteracyandprimary school enrolment rates, and increases in life expectancy in most parts of theworld,includingcountriesinSoutheastAsia,comparedtoadecadeago (HumanDevelopmentReport2006).ThePhilippinesisanotableexample intheregionhavingclosedthegendergapsinbotheducationandhealth, joiningalistoftencountriesintheworldwithsimilarachievements(The GlobalGenderGapReport2008). In the face of rapid economic and social change, it is important to askhowwomenandmenhavefaredespeciallysincewomen’sinterestsand concernsdifferfromthoseofmen.Thisleadstootherquestionsrelatedto theprogressofthesexes:(a)Inwhatareashavewomenbeenabletoachieve paritywithmen?;(b)Inwhatareasdowomenencounterspecificdisadvantages basedontheirgenderascomparedwithmen?;and,(c)Howhavewomen’s concernsandproblemsbeenaddressedbygovernmentsinthisregionwith theaimofencouraginggenderequality?Inrespondingtothesequestions, itisimportantfirstandforemosttocontextualizeSoutheastAsianwomen’s experiences within the larger cultural and historical framework particular tothisregion. 01GTSEA.indd1 9/9/092:23:34PM 2 Theresa W. Devasahayam ThepositionthatindigenousSoutheastAsianwomenenjoyarelative autonomyhaslongbeeninthecentreofdebateinacademiccircles.Assertions havebeenmadethatwomeninthisregionhavestoodapartfromtheirsisters intherestofAsiabywayoftherelativelyhighlevelofautonomytheypossess (Stoler1977;Strange1981;AtkinsonandErrington1990).Scholarshave singledoutanumberoffactorsfortheautonomyofwomenintheregion. Forone,SoutheastAsia,theyargue,hasbeencharacterizedbybothbilateral andmatrilinealkinshipsystems,withtheexceptionofVietnam,unlikein EastAsiaandmanypartsofSouthAsiawherepatrilinealkinshipsystems tendtodominate(Dube1997).Hutheesing(1994,p.342)elaborateson thispoint: Observers of Southeast Asian countries have been impressed by the incidenceoffemaleindependenceandexerciseofauthority.Giventhis setofcircumstances,SoutheastAsiawouldrepresentavariantmodelof genderwhichstandsincontrasttothepatrilinealsystemswiththeirlink toformalisedpoliticalpowerintheChinesetraditionandthecorporate castegroupingsofIndia…clearlybuiltintothestructures. Daughters are also highly valued and not perceived to be a financial burdenonthefamily.Therelativelyhighautonomypossessedbywomenis alsocapturedinresidencepatterns:inmanySoutheastAsiancommunities, marriedcouplesoftenhavetheflexibilityoflivingwithornearthewife’s parents,thusreflectingtheimportantfunctionplayedbymaternalrelatives (Jamilah1992;Medina2001).Withinthehousehold,women’sresponsibility goesbeyondtheroleofcaregiver/nurturer;mentransferredtheirearnings totheirwiveswhocontrolledandallocatedthehouseholdbudget(Li1989; Sullivan1994). Besides,therangeoffunctionswomenheldoutsidethehouseholdpresented themselvesasself-supportingindividualsonparwiththeautonomousmale. OneofthemoststrikingexamplesofSoutheastAsianwomen’sautonomy istheirsignificantengagementineconomicactivity.Women’spresencein thevillagemarketsisstrongandtheirearningsasentrepreneursarecritical tothesurvivalofthefamily(AlexanderandAlexander2001).Inthelabour sectorespeciallyinagriculture,thecontributionofwomenhaslongbeen indispensable.1 Inmattersofpropertyrelations,womenalsoenjoyadistinct advantage. Moreover in the region, women took on prominent roles in indigenousreligiousritualsasmuchasmen:theywereshamanswhoengaged inexorcism,spiritualhealing,agriculturalmagicandsoforth(Hay2005).
