140 5 MODEL3 LiberalDemocraticState Model3,whichwillbediscussedinthischapter,isaresponsetovarious problems of the religion-state relationship that arose in Model 2. It fundamentally criticizes the hegemonic position of the state over people’s religiousactivitiesandradicallyattemptstopresentamorefeasibleformat of the religion-state relationship for Indonesia. Like Model 2, Model 3 departsfromthesociologicalconstructthatIndonesiaisapluralistcountry andthatanyattempttoestablishnationalintegritymust,therefore,bein linewiththeprinciplesofpluralism.ForModel2,theprincipleofpluralism lies in religious awareness and the importance of the role of the state in maintainingpeople’sreligions.Greatlydependentonthestate,theyreject theideaofsecularization.ForModel3,ontheotherhand,theprincipleof pluralismliesintheseparationoftheroleofreligionandthestate.Pluralism, thismodelargues,wouldnotworkproperlyifthestateinterferestoomuch inpeople’sreligiousactivities. ThischapterwilldiscussModel3inthelightofdivergencesbetweenthe twomodels.Itfirstexaminestheintellectualoriginsofthemodelandhow thismodelisfundamentallydifferentfromthepreviousones.Tomakethe comparisonandtheargumentconsistent,Iwillexaminethesameproblems addressedinthepreviousmodel,namelytheperceptionofsecularization, the problem of religion-state relationship, the attitude towards religious pluralism,andtheconceptionofanalternativeeconomicsystem. 05 I&SSI.indd 140 4/2/09 1:14:22 PM Model3:LiberalDemocraticState 141 INTELLECTUALROOTSOFTHEMODEL IncontemporarydiscourseonpoliticalphilosophyintheWest,theideaof theminimalstatehasbeenportrayedasparagonofaliberalstate.Robert Nozick,themostrespectedthinkerofthisidea,believesthatthelessthestate interferesinpeople’saffairs,thebetterthestatewillfunction.Thecoreaim ofpoliticalliberalismistogivepeopletheirfreedomandliberty.Oneofthe waystofulfilthisfreedomisbylimitingthestate’scontrol.1 Theexponents ofModel3thinkalongthesamelines,thoughwithadifferentemphasis:a goodstateisonethatdoesnotinterfereinpeople’sprivateaffairs,including that of religion. They certainly do not use the term “minimal state” or “liberalstate”todenotetheirviewofanidealpolity.However,whatthey thinkandformulateregardingthemodelofpolity,particularlywithregard totheissueofthereligion-staterelationship,canbeconsideredassuch.In anycase,theuseof“liberalstate”or“liberaldemocraticstate”isarguably lesscontroversialthanthatofthe“secularstate”,althoughfromareligiouspolitical perspective,thesetermsareequivalent. Muslim discourse on the liberal democratic state in Indonesia has been growing increasingly since the downfall of Soeharto.The change of regimehasbroughtinamoreliberalpoliticalatmospherewherefreedomof expressionandspeechhasbecomenormal.Variousarticleshaveappeared in newspapers and magazines addressing this particular issue.2 Mostly writtenbymembersoftheyoungerMuslimgeneration,thesearticleshave ahomogenousmessage,namelytocriticizethehegemonicroleofthestate overthepeople’sreligiousmatters,andtoappealtoreligiouscommunities, Muslims particularly, not to surrender their religious affairs to the state. Therearetwomainreasonsarticlesofthiskindhaveemerged.Firstly,as partofthe mounting criticismsandcondemnationsagainstthedeclining regime: while economists would criticize Soeharto’s bad economic policy andlegalexpertswouldcriticizehisbadimplementationofthelaw,students ofreligion,inturn,wouldcriticizehispolicyinreligiousmatters.Secondly, as a response to the emerging groups of Islamic fundamentalism whose agendaistobringIslamtothestate.Thosearticlesarespecificallyaddressed to: (i) criticize the Muslim demand for an Islamic state; (ii) criticize the IslamistagendatorevivetheJakartaCharter;and(iii)criticizethereligious billswhoseessenceistoletthestateinterfereinMuslimreligiouslife.
