619 32 SINGAPORE’S NEW INDIANS: ATTRACTING INDIAN FOREIGN TALENT TO SINGAPORE Arunajeet Kaur INTRODUCTION On7March2001,Time.ComofTimeMagazine,referredtoIndiansliving overseasasthe“GoldenDiaspora”.1 Inthatarticletheywereacknowledgedfor runningFORTUNE500companies,asprominentconsultantsandsecurity analystsbut“aboveall,theyarebringingtheirownentrepreneurialstamp toAmerica’shightechfrontiers”.Inthepublication,“Giveusyourbestand brightest;theglobalhuntfortalentanditsimpactonthedevelopingworld”, DeveshKapurandJohnMcHale,drawonexamplesfromtheIndianand Chinesediasporastoexplicateontrendsthatfuelthehuntforglobaltalent. That theskillbiasofrecenttechnologicaladvancementsisleadinggovernments tostriveforacompetitiveadvantageinemergingknowledge-based industries … international competition for skilled labour will be abettedbytheagingofrich-countrypopulationstogetherwiththeever expandingtechnicalpossibilitiesforcostly…healthcare…international competitionfortalentisboundtoincreasebecauseofthebroader globalizationofproductionandtrade.2 Singaporeexhibitedthetruthofthesetrendswhenitpositioneditself tobea“TalentCapital”.Intherigourofsucceedingduringthecurrent 32RisingIndia.indd619 8/20/084:02:17PM 620 Arunajeet Kaur eraoftheknowledge-basedeconomy(KBE),Singaporehasengagedinthe “internationalizationofSingaporetalentandtheglobalwarfortalent”.3 OneoftheaccessiblesourcesofattainingforeigntalenthasbeenIndia, especiallysinceitisfastliberalizingitseconomyandhasapoolofhomegrown technologyexpertsespeciallyinthemedicalandinformationand communicationtechnology(ICT)sectors. HiringtalentfromIndiawouldhavealsomaintainedSingapore’sracial balance.InApril1990,MinisterforLawandHomeAffairsProfessor JayakumarspokeinrepresentationoftheSingaporegovernmentandas amemberoftheIndiancommunitywhenhevoicedconcernoverthe emigrationoftheIndianelitefromthecountry.4 Hewas“concernedatthe ‘disproportionatelyhigh’numberswhowereleavingandthecorresponding depletionoftheIndiantalentpool”.5 Laterintheyear,MinisterforNational DevelopmentS.Dhanabalannotedthatoveraspanoftwenty-fiveyears,the populationofIndiansinSingaporehadfallenfrom10percentto6.5per cent.6 ThiscouldexplainwhytherewerefewerIndianswhowereprofessionals inmedicine,engineering,lawandthecivilservice.Toplugthisdrainof Indianhumantalent,ProfessorJayakumarstatedtheintentionthatSingapore waskeento“attracttheverybright,highlyskilledandtalentedIndiansfrom abroad—wherevertheymaybe—tocometoworkandeventuallytake uppermanentresidencehere”.7 Hegoesontobeveryspecificinthetype ofprofessionalsSingaporewouldbeinterestedinhiringsuchas“computer experts,engineers,scientistsandtopfinancialandbankingpersonnel”.8 This announcement was in strategic timing with the Singapore government’sschemeofanopen-doorpolicytoattractandencouragethe permanentsettlementofprofessionals.In1992,thenBrig-Gen(Res)Lee HsienLoong,thedeputyprimeministerandministerfortradeandindustry, affirmedthewelcomethatSingaporewasextendingto“talentfromallparts oftheworldtoliveandwork”9 inSingapore.Theministeradmittedthat Singaporehadtoosmallapopulationtogeneratetalentindigenously.Infact, theSingaporegovernmenthadalreadybeenattractingforeignprofessionals toSingaporesincethelate1970s.Ithadputintoplaceschemessuchasthe OverseasGraduateRecruitmentScheme(1979),PublicServiceCommission CommitteetoAttractTalentSchemeandtheProfessionalInformation PlacementServices(1981).10 However,Singapore’seffortstoattractforeign talentweretoacceleratewithchangesintheglobaleconomy.Theemergence of transnational corporations (TNCs) and the internationalization of servicessuchasfinance,bankingandintheICTsectorhadcreatedagreater integrationoflabourmarketsandtheemergenceofknowledgeeconomies.
