355 20 POLITICS OF INDIAN REPRESENTATION IN MALAYSIA P. Ramasamy INTRODUCTION Formal political representation in the ruling coalition of the Barisan Nasional or National Front (BN) is organized on the basis of ethnicity. SuchaprincipleisnotsomethinguniquetoMalaysia.Therearemanyother societiesthatfollowthismethod.However,notallethnicallydifferentiated societiesadoptethnicityastheguidingprincipleforpoliticalgovernance. Thischapterarguesthatpoliticalrepresentationonthegroundsofethnicity isnotwithoutmerits;inmanycountriessuchaformulaisquiteeffective inaddressingtheculturalandpoliticalconcernsofdifferentethnicgroups. However, ethnicity ceases to be of any political value if ethnic groups in a country do not enjoy equal rights and opportunities. More specifically it will be shown that Indians, one of the significant ethnic groups in Malaysia, do not seem to benefit from ethnic representation within the BN.Itwillbediscussedthatthepresentweaknessofethnicrepresentation ofIndiansisrelatedtothewaypoliticsisorganizedwithintheBNunder the domination of United Malay National Organization (UMNO). It is the hegemonic role of UMNO in championing the political, economic and cultural interests of Malays that have excluded non-Malay ethnic groupssuchasIndiansfromeffectivepoliticalparticipation.Inmulti-ethnic countrieswhereonedominantethnicpartydominatesotherpoliticalparties isdescribedbyIanLustick(1979)asthecontrolmodelofpolitics.1 Thus, therelationshipbetweenthevariouscomponentpartiesintheBNunder 20RisingIndia.indd355 8/20/082:20:39PM 356 P. Ramasamy the domination of UMNO quite resembles the control model of politics assuggestedbyLustick.2 SOCIO-ECONOMIC PROFILE InMalaysia,theoftenusedconceptofIndianisemployedprimarilyto describeMalaysiansofIndiandescent,thosewhomigratedtothecountry duringthetimeoftheBritishcolonialruleinthelateeighteenthandearly twentiethcentury(Sandhu1969;Arasaratnam1979;Rajeswary1981).3 AlthoughIndiansprimarilycametoworkinplantationsandurbansectors, a segment of Indians, mostly non-Tamils came to work as clerks and supervisorsincolonialestablishments.TheconceptofIndianmightbe usedinalegal/juridicalsense,intherealeveryday/cultural/emotionalsense, MalaysianIndianswouldliketoidentifythemselvesasTamils(fromTamil Nadu),Sikhs(Punjab),Malayalees(Kerala),Telugus(AndraPradesh)and othersmallercategoriesofsub-communalgroups.WithinthelargerIndian community,Tamils,thosewhomigratedfromthesouthernstateofTamil Nadu,constitutethelargestethnic/sub-ethnicgroup,about85percentof Indianpopulationnumberingabout1.6millionoutofthetotalpopulation of23million.UnlikeTamilswhoweremostlyrecruitedtoworkaslabourers inBritishestablishments,non-Tamilsduetotheireducationalattainment cametobelocatedinthemiddle-levelcategoriesasclerks,administrators andsupervisors. Indiansconstituteabout9percentofthecountry’spopulation.The numericalstrengthofIndianshasgraduallydeclinedvis-à-visethnicgroups suchastheMalaysandChinese.ThereisfearthatiftheIndianpopulation continuestodeclineinrelationtootherethnicgroups,thepoliticalstrength ofthecommunitymightbeaffected.OnbehalfoftheIndiancommunity, theMIChasbeenallocatedafewparliamentaryandstateassemblyseats. ThisallocationisbasednotsomuchontheelectoralstrengthofIndians,but onbargainingandcompromisethatoperatestoalimitedextentwithinthe BarisanNasionalcomponentparties.Furthermoretheamicablerelationship betweentheMalaysianIndianCongress(MIC)andUMNOleadersfor thepastfewdecadeshaveensuredamongotherthingsthatMICwouldbe allocateditslimitedshareofseats.4 Whileitistruethattheelectoralshare ofIndianshavebeenconsiderablyreducedovertheyears,theystillhavea sizeablepresenceinanumberofconstituenciesenablingthemtodetermine theactualoutcomeofelections.
