35 appendix A P P E N D I X : Congressional Member Organizations United States Senate Congressional Member Organizations and Interparliamentary Exchanges of the United States Senate The Senate U.S.-China Interparliamentary Exchange Program This program was established in 2004 with the aim of exchanging views on Sino-U.S. relations, the Taiwan issue, trade, energy, and other regional and international issues of common concern. The chairs of the program led delegations to China in 2004 and 2006. The Senate U.S.-Japan Interparliamentary Exchange Program This program was inaugurated June 17, 2008, and represented the first formal exchange between members of the Senate and members of Upper and Lower Houses of the Japanese Diet.
