GeneralDoughertybeganhismilitarycareerasamember ofthe123rdCavalry,KentuckyNationalGuard.Atthe outbreakofWorldWarII,hebecameanAviationCadetin theU.S.ArmyAirForces.HehasservedintheFarEastAir Forces Command, U.S. European Command, Air Training Command,theAirForceLogisticsCommand,andtheStrategic AirCommand.HecompletedtwotoursinthePacificand threeinEurope.GeneralDoughertyretiredwiththirty-five yearscommissionedserviceonAugust1,1977. General Dougherty is a graduate of Western Kentucky University, the Law School of the University of Louisville, and the National War College in Washington, DC. During hismilitarycareer,heservedasanAirForceJudgeAdvocate GENERALRUSSELLE.DOUGHERTY,USAF(RET.) 105 LeadershipDuringtheColdWar:AFour-StarGeneral’sPerspective Officer;hewasanAssistantJudgeAdvocateOfficerfortheFar EastAirForce;andheconcludedhislegalassignmentsin1952as anAssistantAirForceTrialAttorney.HeisamemberoftheBar ofKentuckyandtheBaroftheSupremeCourtoftheUnitedStates. GeneralDoughertyiscurrentlyanattorneywithMcGuire,Woods, Battle,&Booth,oneofthenation’slargestlawfirms,withoffices inVirginia,Baltimore,andWashington,DC. TheUnitedStatesAirForce,fromwhichIretiredin1977,iscelebrating itsfiftiethanniversarythisyear(1997),havingbeencreated throughcongressionallegislationinthesummerof1947,withitsfirst secretary,StuartSymington,sworninonSeptember18,1947.1 The forty-five-yearperiodinourhistorythatwecallthe“ColdWar”can beoverlaidalmostexactlywiththefirstforty-fiveyearsoftheUnited StatesAirForce,sinceitsbirthin1947.2 UnliketheU.S.AirForce,however,thebeginningoftheColdWar cannotbeestablishedwithprecision.Itsbeginningisasubjectivedate, adatethatwillvarywithanindividual’sperceptionofpost-World WarIIevents.NotonlyisthebeginningoftheColdWarsubjective, butitsendisalsosubjecttoindividualinterpretationoftheeventsfollowing thebreachoftheBerlinWallin1989andintotheearly1990s.
