270 About the Author A cultural and legal anthropologist, C. Timothy McKeown has served since 1990 implementing federal Indian law with the U.S. Department of the Interior. He was involved in implementation of the Native American Graves Protection and Repatriation Act (NAGPRA) from 1991 to 2009, for which he drafted the implementing regulations; provided training to representatives of Indian tribes, Native Hawaiian organizations, museums, and federal agencies; and served as the secretary of the Interior’s representative to the Native American Graves Protection and Repatriation Review Committee. He currently serves with a multidisciplinary team providing forensic analysis on tribal trust litigation in federal District Courts and the U.S. Court of Federal Claims. McKeown earned his doctorate in cultural anthropology from Northwestern University with a dissertation focusing on the future images of environmental scientists at the International Institute for Applied Systems Analysis in Laxenburg, Austria. He has also worked for the Institute for Alternative Futures, Navajo Nation, and Jicarilla Apache Tribe and as a consultant for the National Association of Tribal Historic Preservation Officers. ...
