About the Authors Joseph W. Eaton is Professor Emeritus of Economic and Social Development Studies at the University of Pittsburgh, where he has taught since 1960. He is the author or editor of a dozen books dating back as far as 1943, including, most recently, The Privacy Card: A Low-Cost Strategy to Combat Terrorism, with a foreword by Amitai Etzioni (Rowman & Littlefield, 2003). David J. Eaton is Bess Harris Jones Centennial Professor of Natural Resources Policy Studies at the University of Texas at Austin. He earned his doctoral degree in environmental engineering and geography from The Johns Hopkins University. He is the author of many monographs on the environment, including The State of the Rio Grande/Rio Bravo: A Study of Water Resources (University of Arizona Press, 1987). Tom Miller has been elected to seven four-year terms as attorney general of Iowa, beginning in 1978. He served as president of the National Association of Attorneys General (NAAG) and has chaired the NAAG’s Consumer Protection, Insurance, Antitrust, and Tobacco Committee. He led the multistate negotiation that led to restitution of $809 million to consumers nationwide from household finance companies .
