Appendix 1 Law 130 Tango as Cultural Patrimony (author’s translation) Law N° 130 Buenos Aires, December 14, 1998 The Legislature of the City of Buenos Aires sanctions with the force of Law Title I Article 1—The City recognizes Tango as an integral part of its cultural patrimony, and as such guarantees its preservation, recuperation and diĀusion; it promotes, foments and facilitates the development of all artistic, cultural, academic, educational, urbanistic and any other nature of activity related to tango. Article 2—In order to meet its objectives, the Government of the City, on its own or through the establishment of cooperative agreements, may carry out academic, research, study and creative activities, as well as programs with content that support its goals. Additionally, it will organize and provide for the preservation of a general archive on tango, which will gather together all artistic and cultural expressions related to tango. Article 3—It grants the widest possible diĀusion of tango through all available media, privileging direct contact with the city’s residents through activities of local or community insertion. Also, the circulation of tango at the national and international level will be amplified. The government will organize, sponsor and promote exhibitions, shows, and events geared toward a mass audience, within the city as well as at the national and international level. Article 4—The Executive Branch may propose the creation of decentralized entities to the Legislature of the City of Buenos Aires, in order to implement the objectives of this Law. Article 5—The City Government may subsidize neighborhood associations and nonprofit organizations related to tango. Article 6—In its educational programs and material, the Executive Branch must include references to the City of Buenos Aires, tango and its artistic manifestations as one of the identifying cultural expressions of the city and the country. Article 7—The City Government will promote the touristic value of tango, designing activities for this market in collaboration with the Secretariat of Tourism of the City and of the National Government. Article 8—The City Government must guarantee the protection of the cultural patrimony of tango, with regard to emblematic architectural and urban sites. Additionally, it will contribute through the appropriate means to works and planned activities to enliven public space in the City, with the goal of creating a particular urban aesthetic through the imaginary of Tango. Article 9—The City Government will make a special eĀort to protect the patrimony represented by the musical instruments that belonged to the great interpreters of tango. It will promote the preservation of bandoneons in the City, and it will encourage their local production. Article 10—The City Government will encourage, promote and circulate the avant-garde trends in tango—music, lyrics, interpretation and dance—as a means of ensuring its historical development. Title II Article 11—It creates the Popular Tango Festival, to be carried out annually , its culmination coinciding with the day of tango, which is celebrated on December 11. Article 12—The objective of the Popular Tango Festival will be the exhibition , promotion and diĀusion of all artistic, cultural and scientific products related to the genre of “tango” in the broadest sense of the term.
