xIII Acknowledgments o f the thIRt y-t Wo yeaRs I sPent In the unIted states GoveRnment , twenty-seven were devoted to arms control and nonproliferation issues and negotiations. In the years 1970–97, I participated in a senior capacity in every major arms control and nonproliferation negotiation in which the United States took part. I worked for seven presidents and held political positions under four presidents: Jimmy Carter, Ronald Reagan, George H. W. Bush, and Bill Clinton. During this time and thereafter, a number of men and women helped me with advice and inspiration for which I remain deeply grateful, including former secretary of defense Melvin Laird, former secretary of defense Robert McNamara, Ambassador Paul Nitze, Ambassador Max Kampelman, Hans Blix, and Richard Rhodes.
