Abstract:

The 2015 Joint Comprehensive Plan of Action (JCPOA) between Iran and the international community is in a state of disarray and uncertainty. The decision by the Trump administration to withdraw from the agreement in 2018 has been followed by a series of steps by Iran that call into question its commitment to comply with the agreement. Efforts by France and other signatories to rescue the agreement or promote a new negotiations process do not appear likely to succeed. While the countries most affected by Iran's nuclear and other regional activities are certain that military force is not desirable or likely to be effective, there are no other promising approaches on the horizon. Should Iran resume enrichment and choose to complete a weapons program, proliferation in the region is a likely and dangerous prospect.
