Reflections on Cuba’s National Income Statistics

This article sets out some reflections on Cuba’s national income statistics, prompted by Pavel Vidal’s work comparing Cuban economic performance with that of ten Latin American countries over the period 1970–2014. In addition to providing a brief history of Cuba’s national income statistics, the article highlights two important challenges in using official Cuban national income statistics for economic analysis. First, the lack of connectedness of national income statistics from the 1940s to the present because of the use of different national income accounting methodologies; and second, changes to the calculation method without properly adjusting historical data. The article concludes that users of Cuban national income statistics need to be aware of their limitations and approach them with their eyes wide open to avoid being drawn into erroneous conclusions.

Este artículo presenta unas reflexiones sobre el sistema de estadísticas de ingreso nacional de Cuba motivado por el trabajo de Pavel Vidal que compara el desempeño económico de Cuba con el de diez países de Latinoamérica en el período 1970–2014. Además de una breve historia de las estadísticas de ingreso nacional cubano, el artículo se concentra en dos desafíos en el uso de las estadísticas cubanas de ingreso nacional para el análisis económico. Primero, la falta de continuidad de las series estadísticas de los 1940s al presente causado por el uso de diferentes metodologías, y segundo, cambios en el método de cómputo sin el pertinente ajuste a las estadísticas históricas. El artículo cierra con la advertencia general que los usuarios de las estadísticas de ingreso nacional cubanas deben ser cautelosos y enfocarlas con los ojos muy bien abiertos para evitar conclusiones erróneas.
