Elecciones municipales y democracia en territorio totonaco: Mecatlán

Las elecciones municipales en Mecatlán, Veracruz, en la región del Totonacapan, se distinguen de las de otras regiones en el país, princi-palmente por la marcada influencia de los sistemas normativos locales en la elección de candidatos y autoridades. Este artículo de investigación describe el contexto inequitativo del sistema electoral actual en la región totonaca, basado en partidos políticos, y cómo este sistema promueve el desgaste de la autonomía indígena. El artículo presenta una reflexión sobre la importancia de los sistemas ético-normativos indígenas en el fortalecimiento de la democracia local y nacional respetuosa de la composición pluricultural de México.

Elections in the municipality of Mecatlán in the Totonacapan region of Veracruz are distinct from election processes in other parts of Mexico, mainly because of the influence of local normative principles in the selection of candidates and parties. This article describes how the current electoral system, based on the system of political parties in the Totonac region, promotes an inequitable situation in which Indigenous autonomy is eroded. This article presents an analysis and discussion of the relevance of Indigenous normative and ethical systems in strengthening a local and national democracy that respects the pluricultural composition of Mexico.
