Who's in ControlBalance in Cyber's Public-Private Sector Partnerships

The majority of cyberinfrastructure is under private-sector control. Adequately securing this increasingly vital infrastructure will require public-private partnerships. These projects can be government-led, partnerships, or private-led. The private sector should lead these partnerships because it owns the bulk of the critical infrastructure.
