Abstract:

This article explores the shift of the Islamic State (IS) to e-terrorism in the face of an apparent retreat from the group's territory. To inspire their commitment, IS is already asking young people to donate their time, expertise, and money. Savvy e-terrorists are embracing the growing number of apps and websites with encryption, making it difficult for intelligence agencies to disrupt their propaganda and cyber operations. Global security forces will have to be even more vigilant and inventive to respond to this modern manifestation of terror.
