Abstract:
Should the institutional structure of the EU be altered to create a European state? People often think of the sovereign states of Europe in opposition to the European Union. However, if we think of Europe not as a on the model of a Weberian, Liberal or Fiscal-military nation-state but rather as a "democratic state" of a new kind, it may be possible to write a more satisfying history of the European project.
