Floundering in Troubled Waters: The Political Economy of the Atlantic Fishery and the Task Force on Atlantic Fisheries

Mired in yet another economic crisis, the Atlantic Canadian commercial fisheries are undergoing a reorganization of immense proportions and far-reaching consequences. This essay examines the analysis of the industry and the blueprint for reorganization advanced by the Task Force on Atlantic Fisheries in their final report, Navigating Troubled Waters: A New Policy for the Atlantic Fisheries. The basic assumptions and intellectual perspectives of the Task Force concerning the causal elements precipitating the economic crisis are revealed and challenged. Moreover, the essay shows that the Task Force ignored the implications of its own data in order to arrive at desired conclusions concerning the necessity of fisheries development policy to genuflect in the direction of industrial capitalist imperatives.

Les pêches commerciales canadiennes de l’Atlantique, empêtrées dans une autre crise économique, subissent une réorganisation à grande échelle et d’une très grande portée. Nous mettons en relief l’analyse de l’industrie ainsi que le schéma de réorganisation avancés dans le dernier rapport du groupe d’étude sur les pêches de l’Atlantique, Navigating Troubled Waters: A New Policy for the Atlantic Fisheries. Nous exposons et nous mettons en question les hypothèses fondamentales et les perspectives intellectuelles du groupe d’étude concernant les éléments qui ont hâté la crise économique. Nous démontrons du reste que le groupe d’étude passait sous silence les implications de ses propres données pour aboutir à des conclusions visées quant à la nécessité d’élaborer une politique de développement des pêches pour rendre hommage aux impératifs d’une industrie capitaliste.
