Abstract

The slow growth and high unemployment that prevailed during much of the period 1955–1965 was, in general, attributed to the tight monetary policy and the lack of responsiveness of the monetaty authorities to the needs of the economy. In this paper we use the tools of macroeconomic analysis, a general equilibrium macro-econometric model, to simulate the effects of alternative monetary policies during this controversial period. The simulations performed using the CANDIDE econometric model suggest, not surprisingly, that easier monetary conditions would have significantly improved the performance of the Canadian economy in this controversial period, in terms of both employment and output. The results also indicate that the costs of such policy, in terms of price increases, would have been relatively small.

En général on imputait à la politique financière très serrée, ainsi qu’au peu de sensibilité de la part de l’administration financière quant aux besoins de l’économie, la croissance économique retardée et le chômage étendu qui régnaient pendant beaucoup de la décennie de 1955 à 1965. Dans ce texte les auteurs usent des moyens d’analyse macro-économique, un modèle macro-économétrique d’équilibre générai, afin de simuler les effets qu’auraient produits d’autres politiques financières durant cette période controversée. Les simulations exécutées au moyen du modèle économétrique CANDIDE laissent croire, comme on s’y attendait, que des conditions financières plus relâchées auraient amélioré sensiblement pendant cette même période l’accomplissement de l’économie canadienne en ce qui concerne et l’embauchage et la production. Les conclusions indiquent aussi que les frais qu’aurait encourus une telle politique, en ce qui concerne l’augmentation des prix, auraient été relativement modiques.
