This paper examines the introduction and operation of the Council of Maritime Premiers (CMP) to explain how this unique experiment in inter-provincial cooperation has been used to reinforce and defend province-building tendencies within the Maritimes. Originally, the CMP and the idea of Maritime union went hand in hand; through time, however, the provinces seized control of the institution to ensure that their territorial and jurisdictional interests were well defended against Ottawa and a group of reformers. The purpose of this paper is to assess why and how the Maritime premiers used their constitutional powers over the CMP to defend their political integrity.
Abstract:
Cet article examine l’introduction et le fonctionnement du Conseil des premiers ministres des provinces maritimes (CPPM) pour expliquer la façon dont cette expérience a servi à renforcer et à justifier les tendances, dans les provinces maritimes, à accroître les territories des provinces. A l’origine, le CPPM et l’idée de l’Union des provinces maritimes allaient de pair; au fur et à mesure, pourtant, les provinces s’emparèrent du contrôle de l’organisme pour assurer une défense solide de leurs intérêts territoriaux et juridictionnels contre Ottawa et un groupe de réformateurs. Cet article cherche à préciser pourquoi et comment les premiers ministres des provinces maritimes exploitèrent leurs pouvoirs constitutionnels pour l’emporter sur le CPPM dans la défense de leur intégrité politique.
