Was the Quebec Government Spending so Little?: A Comparison with Ontario, 1867–1969

The Province of Quebec, with its French-speaking and Catholic majority, has often been, and perhaps still is, considered rather peculiar. For instance, it is widely believed that Quebec, contrary to the other Canadian provinces, did not have an interventionist government until the “Quiet Revolution” of the 1960s. This article challenges this view using original annual data of Quebec and Ontario government expenditures for the period from the Confederation of 1867 to the end of the 1960s. The conventional wisdom is found to be wanting.

La province du Québec avec sa majorité francophone et catholique, fut souvent, et est peut-être encore, considérée comme étant particulière. Par exemple, on a longtemps cru que le gouvernement du Québec, contrairement à celui des autres provinces canadiennes, n’etait pas interventionniste avant la “Révolution tranquille” des années 60. Cet article remet en question ce point de vue en utilisant des données originales des dépenses gouvernementales annuelles du Québec et de l’Ontario de la Confédération de 1867 jusqu’à la fin des années 60.
