Power in a "Safe" Space

Safe spaces: recently it's a phrase that is getting tossed around a lot in the arts world. How does one create a safe space? What does creating a safe space imply? The complexities are many between power dynamics and the welcomeness in a space for all. It can be tough to navigate. Can we achieve equitable, safe spaces without addressing inherent power imbalances and patterns of discrimination?
