Inter-Korean Rivalry in the Cyber Domain: The North Korean Cyber Threat in the Sŏn’gun Era

With its ability to secure military objectives hindered by inferior conventional weapon systems, North Korea has devoted more resources to developing asymmetric capabilities, including cyber warfare. In the event of an inter-Korean conflict, cyberspace would almost certainly play a decisive role in Pyongyang’s military strategy.
