What Happens If Cyber Norms Are Agreed To?

The establishment of norms governing cyberspace has been forecast as a way for nation-states to reduce the volume of easily detectable espionage activity. But even if such norms are agreed to, they will likely fail to address more sophisticated cyber activities that pose the greatest threat.
