This descriptive and historical case study of the tuition policy at the City University of New York provides an analysis of the policy process in a higher education institution, exploring a concept that has recently entered the policy science research literature, that of policy termination. Four phases of the policy process are analyzed: initiation, implementation, evaluation, and termination; and several factors are identified in analyzing the outcomes of the termination process.
