The literature about academic freedom suggests substantial differences in the meaning of the concept. This study seeks to gain a clearer understanding of the term’s meaning and use in public higher education by surveying academic administrators, department chairs, and faculty members in all public four-year colleges in Georgia. A clarification of “academic freedom” should reduce the potential for conflict related to the rights and responsibilities of individual faculty and their institutions.
