Seventeen states require their public higher education institutions to certify their faculty’s proficiency in oral English. In the absence of state mandates, institutions typically did not develop policies; but the exceptions basically resembled those in mandated states except for focusing primarily on international teaching assistants. The resulting policies, narrowly directed toward speaking proficiency, exclude activities related to pedagogy and cultural awareness.
